WHO reference ranges for adults
The adult classification applies to people aged 18 to 64, outside of pregnancy. Below 16.5 sits severe thinness; from 16.5 to 18.5, underweight; from 18.5 to 25, normal weight, the band treated as the reference zone; from 25 to 30, overweight; and beyond that, three successive obesity classes running from 30 to 35, 35 to 40, and 40 and above. These thresholds do not vary between countries or between individuals, which is precisely what makes them useful as a shared language. What BMI measures, and what it does not
BMI measures exactly one ratio: total weight divided by the square of height. That simplicity is what makes it fast to obtain and easy to compare, whether between two people or for the same person over time. The same simplicity is also its ceiling: BMI cannot distinguish fat mass from muscle mass, and it says nothing about how fat is distributed across the body. Why BMI was built for populations first
The WHO’s adult classification was never designed to judge one person in isolation. These seven categories apply only to adults: below the age of 18, they do not apply at all. Waist circumference as a useful complement
Because BMI says nothing about fat distribution, waist circumference is commonly used alongside it in adults. Measured midway between the lower ribs and the top of the hip bone, it adds information that BMI alone cannot provide, particularly about fat accumulated around the abdomen. Neither measurement replaces the other: it is their combination, read by a health professional, that gives a fuller picture than either number in isolation.
