Take two people who both weigh exactly 70 kg. A 25-year-old man who is 1.80 m tall works out to (10 × 70) + (6.25 × 180) − (5 × 25) + 5 = 700 + 1,125 − 125 + 5 = 1,705 kcal a day. A 55-year-old woman who is 1.65 m tall works out to (10 × 70) + (6.25 × 165) − (5 × 55) − 161 = 700 + 1,031.25 − 275 − 161 = 1,295.25 kcal a day. Same weight, entered into the same formula, and the two baseline figures sit roughly 410 kcal apart, purely from the differences in height, age and sex.

Same baseline, different life
Basal metabolic rate is only the starting point; total daily energy expenditure adds whatever activity sits on top of it, using a fixed multiplier for the activity level chosen — from 1.2 for a sedentary routine up to 1.9 for a very demanding one. Applied to the 1,705 kcal baseline above, that range alone stretches from 1,705 × 1.2 ≈ 2,046 kcal a day at the sedentary end to 1,705 × 1.9 ≈ 3,240 kcal a day at the very active end — a gap of nearly 1,200 kcal for the exact same body, depending only on how active a week looks.
Put the two sources of variation together, differences in basal rate from height, age and sex, and differences in total expenditure from activity level, and it becomes clear why a single calorie deficit figure quoted as a general rule cannot fit every reader equally: it would need to apply the same way to totals that can differ by well over a thousand calories a day before any deficit is even subtracted.
